LAWMAKING IS DEVOID OF QUALITY
The present method of lawmaking is a shambles. Although it is highly proficient in its ability to create new laws, the traditional method of lawmaking is a failure as a problem solving process. The result of lawmaking is that the size, complexity, and costs of the bodies of laws continue to grow while societal problems such as poverty, homelessness, debt, and illiteracy remain unchecked. Not surprisingly, public confidence in the effectiveness of government is very low and continues to erode.
The defects, complexity, and ineffectiveness of laws are not due to a lack of intelligence or good intentions but to the complete lack of quality standards in lawmaking. For a process as important as the creation of laws, this lack of quality is inexplicable -- and totally unacceptable.
THERE IS A BETTER WAY
The good news is that a significant improvement in the performance of government is now possible! All we need to do is apply the same standards of quality to the lawmaking industry that we now apply to every other industry that produces useful goods and services (e.g., health care, manufacturing, food processing...). Quality programs correct flaws of design and improve the performance of useful goods and services. The application of proven quality methods to lawmaking will thus accomplish the following:
Studies at the Quality of Laws Institute indicate that quality programs will not only correct the defects and ineffectiveness of laws and lawmaking, but will pay for themselves while enhancing democracy and the rule of law -- the time for quality has arrived!
